Space to support for the creation of enterprises
Moukawalati is a government program which aims to contribute to the gradual reduction of unemployment rate through support for the creation of enterprises generating wealth and employment in line with the requirements and specificities at the regional level. It seeks thereby to ensure sustainability at the regional level by a system for monitoring enterprises created during the critical start period.
Objectives of the programme:
Support for the creation of small businesses,
Sustainability of businesses created.
Conditions of access:
Targets:
- Graduates of Vocational Training,
- Graduates of higher studies
- Graduates of higher school.
- Young non-graduates who have projects and have a certificate of basic education or qualifying training.
Conditions :
- Be of Moroccan nationality,
- Aged between 20 and 45 years,
- Be a holder of a project with an investment amount higher than or equal to MAD 50.000 and less than or equal to MAD 250.000 (two people can be associated, to bring up the total investment of the project to MAD 500.000 ).
Offered advantages:
- Support before and after creation of young project promoters ;
- Support by State of coaching fees up to 10.000 dirhams per project
- Warranty for 85% of bank credit ;
- Advance payment without interest up to 10% of the investment within the limit of 15.000 refundable over six years including three of delay.

Missions :
- Promotion of the entrepreneurial spirit in rural area ;
- Monitoring the activity of desks ;
- Final selection of candidates (proposed by the desks) from committees established for that purpose.

- The Director of C.R.I or his representative (Chairman) ;
- The Regional Director of ANAPEC or his representative ;
- An expert in enterprise creation ;
- Any other regional partner, including a representative in elected bodies.
- Support desk for the creation of enterprises MOUKAWALATI :
Missions:
- Sole interlocutor with the project owner ;
- Welcome and preselecting candidates ;
- Constitution of a unified application ;
- Maintenance of positioning ;
- Coaching candidates and project monitoring before and after creation ;
- Do reporting to the Regional Committee.
Composition:
- For reasons of standardization, MOUKAWALATI desks are equipped with the same slogan at national level.
Itinerary of the owner of the project :
- Welcome and registration :
- Registration in the MOUKAWALATI Program takes place from a single reception desk, chosen by the project owner. This desk becomes the only interlocutor.
- Preselection of candidate :
- After registration of the candidate, the latter undergoes a preselection interview intended mainly to evaluate managerial abilities.
- Final selection :
- Preselected files are forwarded to the Regional Committee which makes final selection. The result is recorded at the secretariat of the committee before it is transmitted to the desk.
- Coaching of the owner of the project :
- Theoretical training on methods of conducting market surveys and technical studies ;
- Support and assistance to carry out such studies ;
- Managerial training ;
- Administrative and financial training ;
- Simulating a business plan: carried out in the desk and aims to improve the communication skills of the candidate before submission of the file to bank financing.
- Support at start up: the steps to start up the business lead to an action plan followed up by the desk.
- Diagnostics relating to all activities of the company and monitoring of recommendations of the action plan.
